Information Frictions, Inertia, and Selection on Elasticity: A Field Experiment on Electricity Tariff Choice∗
نویسندگان
چکیده
We develop a discrete-continuous choice model to characterize the link between plan choice, switching frictions, and subsequent continuous choice of service utilization. We then test the model predictions in a randomized controlled trial on electricity tariff choice. We find that information friction and inertia prevent consumers from switching to a tariff that is privately and socially beneficial. In addition, consumers self-select into a tariff based on their expected gains from switching (selection on levels) and elasticity to the treatment (selection on slopes). These selections interact with switching frictions, which makes the welfare impacts of lowering frictions ambiguous. In our case, lowering information friction increased switching but incentivized relatively price-inelastic consumers to switch, which lowered welfare gains. We discuss how these selections affect the optimal rate design in the presence of switching frictions. ∗Ito: Harris School of Public Policy, University of Chicago, 1155 East 60th St., Chicago, IL 60637, and NBER (e-mail: [email protected]). Negotiated Learning for Smart Grid Agents: Entity Selection based on Dynamic Partially Observable Features
An attractive approach to managing electricity demand in the Smart Grid relies on real-time pricing (RTP) tariffs, where customers are incentivized to quickly adapt to changes in the cost of supply. However, choosing amongst competitive RTP tariffs is difficult when tariff prices change rapidly. The problem is further complicated when we assume that the price changes for a tariff are published ...

Reducing or eliminating subsidies for the electricity sector in the economy is a good way to control the daily consumption of electricity and balance the cost of supply and demand players. By increasing or decreasing electricity subsidies, indirect taxes are reduced or increased. Under these conditions, assuming the stability of primary inputs and the stability of power generation technology an...

perc.tamu.edu 1 any states have opened retail electricity markets to competition so that households can choose their electricity provider. As a result, consumers have the ability to choose their retail provider at unregulated prices, creating new markets where entrant retailers procure wholesale energy and market that energy to consumers. Across the world, the retail electricity sector is being...

Imperfect information about product attributes inhibits efficiency in many choice settings, but can be overcome by providing simple, low-cost information. Informed households are three standard deviations more responsive to temporary price increases, ...
